Dr. Mazlan Othman is Malaysia’s first astrophysicist and a pioneering leader in space science, policy, and diplomacy. She earned her Ph.D. in Astrophysics from the University of Otago, New Zealand, in 1981 and began her career as a lecturer at Universiti Kebangsaan Malaysia (UKM). From the outset, Dr. Mazlan Othman combined scientific excellence with institution-building, helping to lay the foundations for Malaysia’s presence in space science and technology.
Throughout the 1990s, Dr. Mazlan Othman played a pivotal role in shaping Malaysia’s space initiatives. She headed the Planetarium Division in Kuala Lumpur, where she led public engagement and education in astronomy, and later became the founding Director General of the National Space Agency of Malaysia (ANGKASA) in 2002. Under her leadership, ANGKASA was central to developing national capabilities in space technology and applications.
On the global stage, Dr. Mazlan Othman served as Director of the United Nations Office for Outer Space Affairs (UNOOSA) in Vienna from 1999 to 2002 and again from 2007 to 2013. At UNOOSA, Mazlan Othman promoted international cooperation in the peaceful uses of outer space, championed capacity-building for emerging space nations, and advanced frameworks for responsible space exploration and utilisation. She also facilitated Malaysia’s Angkasawan Programme, which sent the country’s first astronaut to the International Space Station in 2007.
Mazlan Othman’s contributions to space science, technology, and diplomacy have been recognised with numerous national and international honours. In parallel with her policy work, she has remained closely connected to academia, including serving as Professor Emeritus at UKM and as a Fulbright Scholar at the Space Policy Institute of George Washington University.
Since 2017, Dr. Mazlan Othman has been Director of the International Science Council (ISC) Regional Office for Asia and the Pacific (ROAP), where she works to strengthen scientific collaboration, advise policymakers, and support evidence-based decision-making across the region. Throughout her career, Mazlan Othman has been a trailblazer for women in STEM and an influential advocate for using space science to benefit humanity.
