Biography

Lee Fulmer is an experienced business technologist who has been creatively disrupting the technology, media, and finance industries throughout his career. Always at the forefront of data and digital transformation, he has held numerous senior technology, operations, and business roles and is an award-winning CIO, CDO, and Head of Innovation.

His blend of experience, business acumen, and creativity brings a unique perspective to driving business change. As a Board Member of ICANN, he helped decentralise the internet’s TLD structure. At the BBC, he built the foundations for BBC Online and OnDigital (the world’s first digital television service). While representing HBOS to HM Treasury, he created the idea for the UK Faster Payments Scheme and was subsequently elected Chair of the industry’s Faster Payments Implementation Group at APACS. As Independent Chair of the Bank of England’s Transforming Data Collection Board, he helped establish the Bank’s strategic transformation programme. Most recently, he has taken up the role of Chair of the Finance Advisory Board for OpenUK, helping to shape the UK’s open technology agenda in financial services.

As a frequent conference speaker and industry adviser, he has worked with The Economist, The Financial Times, SWIFT, and the World Fund Congress. He was invited to join the Financial Times AI Advisory Board and is a delegate at the Global Leaders in Responsible AI Summit, held at The Intellectual Forum at Cambridge University. As a member of the Advisory Board of 1854 Media, he helped steer The British Journal of Photography through its digital transition. As Deputy Chair of Nottingham University Business School’s MBA Advisory Board, he helped guide the university’s degree programmes.

In his spare time, he is an accomplished photographer with over 100 awards for his work. He has featured in multiple exhibitions, and his series on Tibet was included in The World of Photography book.
